Lord Durham was a British politician, who was sent to North America in 1838 to investigate the causes of the twin rebellions and to suggest solutions. He was prejudiced and irritable, however, he contained certain strengths. He was seen as an independent representative of a powerful empire and did not appreciate French Canadian culture. He appointed colonial experts to his staff and treated captured rebels as gently as he could, pardoning most of them. Despite this however, he had little support in Canada resulting in him resigning and going home. He wrote a report back at home, recommending that the colonies be joined together and given responsible government.

However, the French did not support this because it forced them to assimilate into English culture.

- elected assembly - contain power of internal affairs, such as taxation etc.
- Britain would keep control over foreign affairs and the military.
- Executive Council - become the Cabinet, members would be chosen from the House of Assembly.
- Legislative Council - no longer hold the power to make laws; this would evolve to present-day Senate.
